Can anyone recommend a great app for practicing machine learning?

I really need to find a way to practice ML on the go cuz I have a big technical interview in like two weeks and I'm stressing out. I looked at Kaggle but the competitions are honestly way too intimidating for where I'm at right now and everyone says DataCamp is okay but the subscription is kinda pricey for my budget. I need something I can do on my phone during my 45 min commute here in London.

  • Must be under $15 a month
  • Focuses on actual coding or logic, not just multiple choice
  • Offline mode would be a lifesaver
  • Covers neural networks specifically

Is there anything actually good out there or am I stuck lugging my heavy laptop on the tube every morning...
